Hi, I’m Jonathan Martin.

I co-authored the Web Development National Certificate Level III (NC III) Training Regulations for TESDA. I hold the highest certification level in both Web Development and Visual Graphic Design, giving me “grandfather” status in these qualifications. I don’t just teach web development. What is TESDA?

TESDA stands for the Technical Education and Skills Development Authority. It’s the Philippine government agency responsible for technical and vocational education. TESDA creates national skills standards, certifies training centers, and issues National Certificates (NC) to workers who pass competency assessments. These certifications prove you can do the job, not just that you studied it.

Writing the Standards That Define Competency

I served on the Technical Expert Committee that developed the Web Development NC III Training Regulations, promulgated in February 2018. This isn’t just curriculum writing. It’s defining what “competent web developer” means at a national level.

Training Regulations (TR) are the foundation for everything TESDA does. They determine:

  • What competencies must be assessed
  • How training centers design their programs
  • What tools and equipment are required
  • Who is qualified to teach and assess

I write these standards. I teach from them. I train assessors who use them.

CATS and Assessment Section:

Competency Assessment Tools (CATS)

TESDA assessments aren’t written tests. They’re performance-based demonstrations of real workplace skills.

I develop and review Competency Assessment Tools (CATS), which are the actual instruments assessors use to evaluate candidates. These tools break down each competency into observable performance criteria.

When a candidate sits for Web Development NC III certification, the assessor uses CATS I helped create to determine if they’re truly competent, not just knowledgeable.

Teaching and Training Section:

Teaching the Next Generation of ICT Professionals

I conduct training for both learners and trainers. I teach web development skills to students pursuing NC III certification, and I train TESDA-accredited instructors on how to deliver competency-based training effectively.

I also conduct Training of Assessors (TOA) programs, preparing evaluators to administer fair, consistent, and valid competency assessments using the CATS instruments.

My role bridges three areas: writing the regulations, teaching the skills, and training those who assess them.
